Economy 7 Immersion Heater Element

I have an economy 7 immersion heater setup with a horstmann economy 7 quartz control unit.

Initially i thought the bottom economy 7 thermostat had gone but this wasn t the case. This stopped working around a year ago for no apparent reason and were trying to figure out what the problem would be basically theres 2 switches in the cupboard that the tank. Interchangeable with sangamo and horstmann economy 7 units.
